Update of Santa Catarina's Business Environment Program

The Program

Its purpose is to streamline and simplify the proceedings of incorporation and licensing of new business in our State,  as well as stimulate the development of economic activities in Santa Catarina. One of the new features is the enlargement of operations qualified as of low-risk (reaching 896 businesses listed by CNAE, which are now ranked as Risk Leve I – Annex to Bill 563/24).

Examples include service chains, companies under the “Simples Nacional” (Small and Medium Sized) tax regime; fruit+vegetable+ grain cultivation; small clothing manufacturing; small retailers; cultural activities; courses and training program.

Risk Levels

Therefore, State authorities shall license the kick-off of the economic activity based on the following criteria:

Company's scope indicating low, irrelevant, or nonexistent risk (self-declaration): waives the requirement for any licensing (prior or subsequent);

Company's scope indicating moderate risk: permits inspection after the start of the operations, while ensuring ongoing and regular business. Licensing requests shall be replied by the governmental agencies within 30 (thirty) days, extendable for additional 15 days;

Company's scope indicating high risk: requires inspection/licensing prior to the operation kick-off. Lisensing requests shall be replied by government agencies within 60 (sixty) days, extendable for additional 15 days;

A COMMITTEE MAY ALTER THE LIST OF ACTIVITIES CONSIDERED AS LOW RISK:

a board with the attendance of representatives of  various entities will resolve on the inclusion/exclusion of activities in that category, dispensing a new bill.
